Aim:
The European project co-funded by the Executive Agency for Health and Consumers (EAHC), “HIV community based testing practices in Europe” (HIV-COBATEST) (Grant Agreement N° 20091211) has contributed to the establishment of a network of community-based voluntary counselling and testing services (CBVCT) that monitors and evaluate HIV testing activity, and allows conducting operational research. The objectives of the COBATEST network are: 1) To develop and implement standardized questionnaires and procedures for monitoring and evaluation of CBVCT activity 2) To evaluate the potential impact of CBVCTs in the improvement of HIV early diagnosis and access to treatment 3) To consolidate a network of CBVCTs in which to perform operational research.
 
Method / Issue:
Currently, 40 CBVCTs of 18 European countries participate in the network. For Monitoring and Evaluation (M&E) of CBVCT activities of the participating centres a standardized protocol was defined and basic indicators for M&E developed in HIV-COBATEST project are used. The CBVCT centres members of the network share common instruments for collection and data entry. The network has a common database that allows global data analysis and comparison between different centres. Alternatively, those centres that do not use these common tools for the collection and data entry send the basic indicators that will be included in the overall analysis in a second phase.
 
Results / Comments:
According to the preliminary analysis of data centres using common tools (24 centres) for the period 2013-2014, a total of 10,931 HIV tests have been performed (43.7% MSM, 7.9% TS, 2% IDUs, 69.6% migrants). From these tests, 1.5% were reactive (2.5% HSH, TS 3.9%, 1.8% IDU, 2.5% migrants). 60.1% of the cases with a reactive result performed the confirmatory test through the CBVCT centre. 80.5% of the confirmed positives were successfully linked to the healthcare system. In 66.8% of cases, the user had a previous HIV test performed (82.6% MSM, 79.1% TS, 85.4% IDUs, 69.6% migrants).
 
Discussion:
COBATEST network contributes to standardize information about the activity, procedures and results CBVCT centres in Europe. This information and standardized tools can help improve these services and inform the responsible politicians to better contextualize these interventions within their national HIV prevention programs.
