Abstract #3477  -  Drug Treatment and HIV Prevention Systems in Russian Prisons: What works?

Aim:

In pretrial detention centers of FPS of Russia about 8,000 HIV-infected persons enter every year. Since 2000 year the number of HIV-infected people in correctional institutions increased 3.7 times. In 2012 FPS facilities contained more than 55, 000 people. More than 90% of them are IDU’s. About 10,000 HIV-infected patients receive antiretroviral therapy. In 2012, there were more than 5, 000 patients with comorbidity HIV + tuberculosis in prisons. Harm reduction approach didn’t supported by Ministry of Health and Federal Drug Control Services. The treatment is oriented on “zero-tolerance approach”.
