Aim:
The social, economic and human resource management of HIV and AIDS in the public sector poses a tremendous challenge to decision-makers, managers and planners at all spheres of the South African government. The main challenge is to develop, implement and maintain appropriate and cost effective policies, programs and services that cut across all sectors of integrated sustainable development, ensuring optimal service delivery. At present, many government policies and planning processes are not taking into account the impact of the HIV and AIDS pandemic on services and service delivery. Hence the need for basic population, development and integrated development planning skills development, addressing HIV and AIDS.
 
Method / Issue:
This paper is based on the implementation of the course programme regarding HIV and AIDS Capacity Development for Government Managers and Planners and the findings of the commissioned international Evaluation Committee that evaluated the programme twice since inception in 2001. This paper will reflect on: Population and development skills development through the course program in order to create a basic understanding of HIV/AIDS in the context of population and development issues; Resource mobilisation through partnerships; Course beneficiaries, i.e. South African public sector decision-makers and planners representing national government departments, provincial government departments and local government entities such as municipalities and district councils.
 
Results / Comments:
The course program has led to some clear guidelines for developing capacity development initiatives to address HIV and AIDS in the public sector through policy and planning processes.
 
Discussion:
The importance of basic population and development skills development to assist the public sector in accounting effectively end efficiently for the impact of HIV and AIDS on government policies, programs, projects and services through: Understanding of HIV and AIDS in the context of population and development issues; Institutional and technical capacity for functional integration of population, HIV and AIDS, social and economic development; and Monitoring and evaluation of functional integration into sectoral policies, programs, projects and services accounting for HIV and AIDS impact.
