Abstract #162  -  One-Stop Clinic: A comprehesensive package for preventing HIV/AIDS

Aim:
Bali province in Indonesia is a growing center of attraction where HIV risk groups are also increasing. In 2007, Bali had 3,758,719 people aged 15–49 years, 5,690 injecting drug users (IDUs), 5,900 high-frequency sex workers, 14,400 low-frequency sex workers, 135,100 clients of high frequency sex worker and 41,960 clients of low-frequency sex workers. The IDUs is the biggest population group infected HIV with estimated 2,695 people living with HIV.
 
Method / Issue:
To reach IDUs with behavior change interventions, the Denpasar AIDS commission has established One-Stop Clinic. The Clinic offers one-day service in sub-district health centers covering VCT, CST, Methadone therapy, needle-syringe exchange (NSE), and counseling. Behaviour Change Counseling is provided every week. This program is cheaper and more accessible than the rehabilitation center.
 
Results / Comments:
In the first two months, the Clinic received 20 clients for methadone therapy and 30 clients for NSE. Of the 30 NSE clients, 17% were sharing needles. The biggest challenge is to change the behavior of the IDUs who appear careless even if they already know about HIV and Hepatitis.
 
Discussion:
Political will and multi-agency cooperation enabled the operation of the Clinic. The Clinic came into operation following a political decision of the Mayor of the Denpasar City. Without political support, the IDUs would be arrested when they seek services from the Clinic.
