Aim:
Ukraine has one of the fastest growing HIV infection rates in Europe (0.58% - adult prevalence). The highest incidence rates of HIV is among IDUs (21.5% prevalence) and CSW (9.4% prevalence). Pharmacy interventions were initiated in Ukraine in 2007. According to 2008 research on pharmacy interventions pharmacies are safe and affordable places providing services for MARPS. This conclusion was also supported by research that revealed that six out of 10 people in Ukraine with a sexually transmitted infection go to a pharmacist, rather than a clinic. Program clients are MARPS: IDUs, including female IDUs, and CSWs.
 
Method / Issue:
CSOs are local providers for MARPS, already implementing comprehensive prevention services. CSOs initiate cooperation with local pharmacy network in order to organize pharmacy-based prevention services provision. Cooperation is organized signing the agreement, which includes training pharmacists, consumables supply, referral system and reporting systems. Pharmacies provide free services for MARPS. CSOs provide pharmacies with: consumables delivery (syringes, condoms, swabs, information and education materials, Participants cards), containers for the collected syringes to the pharmacies and information stands; training for Pharmacists; information of the target group; payment for the pharmacy services within the project and reporting to the donor agency funding the project (ICF "International HIV/AIDS Alliance in Ukraine", funded by the Global Fund). Pharmacies from their side: provide free of charge services to the program clients; provide the Participants cards to the new clients (IDUs and CSWs); keep record and submit reports to CSOs. Essential prevention package for MARPS provided by pharmacies as prevention sites includes: delivery/exchange of syringes, distribution of alcohol pads, condoms, information materials, counseling in safe behaviors, referrals to NGOs and medical establishments for other services.
 
Results / Comments:
The number of pharmacies involved in prevention among MARPS in Ukraine grew up: from 1 pharmacy in 2007 to 143 pharmacies in 2012 in 13 regions out of 27 regions in Ukraine. Overall coverage of clients per year (2012) more than 28000 MARPS; Number of visits to pharmacies, more than 400000; Number of new clients (received à Participant card at pharmacies) more than 12000. One pharmacy provides services to an average of 160 clients. Coverage by pharmacies is 11.9 % of the total coverage (230 thousand MARPs) of the International HIV/AIDS Alliance in Ukraine HIV prevention programs in Ukraine in 2011.
 
Discussion:
Pharmacies along with CSOs are one of the outlets providing prevention services for MARPS. Pharmacies also address those MARPS who do not use CSOs services and prefer to obtain services directly through the pharmacies. Pharmacies are open from 10 a.m to 12 p.m. 7 days a week. Pharmacies refer MARPS to CSOs and medical institutions. Client servicing via pharmacies is cheaper than similar services by CSOs. MARPS is considered a pharmacy convenient and safe place to get services.
