Abstract #169  -  Participatory Monitoring & Evaluation is a key to functional M&E System in Zanzibar

  Aim:
Zanzibar AIDS commission was established in 2002. One among the mandate is Monitoring and evaluation of HIV/AIDS activities so as to know the trend of the epidemic in the country. However the functional Monitoring and Evaluation System was started in 2006 with 58 of HIV/AIDS implementers. A participatory M&E is used among all key stakeholders as a way of collecting quality data.
 
  Method / Issue:
ZHAPMoS forms are data collection tools used to capture non health data and health sector data capturing systems are used to capture health data. These two types of data are collected, collated, analyzed, interpreted, reported and disseminated to HIV stakeholders for use (planning and decision making).
 
  Results / Comments:
A number of trainings have been conducted to build the capacity of HIV/AIDS implementers in the area of M&E, data quality assurance, data management, results-based planning, data auditing and supportive supervision, M&E advocacy and twelve components of a functional M&E systems as build the skills of HIV implementers and facilitate the availability of quality & accurate information. It has also been learnt that, number of HIV/AIDS implementers increased from 58 in 2006 to 320 in 2009, 9 Quarterly Service Coverage Reports have been prepared and disseminated to the end users. According to DHS, 2002, the HIV prevalence was 0.6%, and as a result of the multi-sectoral involvements of all HIV stakeholders in Zanzibar, the HIV prevalence has been stabilized to 0.6% (THMIS, 2008). 25.9% of women and 27.4% of men have found to have a comprehensive knowledge of HIV&AIDS, 3.4% of women and 1.7% of men had sexual intercourse before age 15; 66.7% of OVC are living with both parents, 0.3% of OVC are not living with either parent and both parents dead and 16.3% are not living with a biological parent.
 
  Discussion:
Participatory HIV M&E and the capacity building are very important for the result based- HIV/AIDS planning, and help in capturing quality data for informed decision making.
