Abstract #240  -  PLHIV takes part of the Continuum of Care (CoC) Framework

  Aim:
• Stigma and discrimination against people living with or affected by HIV/AIDS were reduced • Quality of services were improved and continue to improve within the framework of continuum of care • Increased number of people in all level to disclose their status and link with people living with HIV/AIDS network. • Increased capacity of people living with HIV/AIDS on specific skills like counseling, facilitation, care/support, public speaking, ARV adherence management, Continuum of care and the importance of community involvement in all sectors of society • Their involvements was contributed to achieve three by five strategy • Increased more consideration and acceptance from all sectors of society.
 
  Method / Issue:
Cambodia is the Smallest and impoverishes country in the Asia of the Association South East Asia National (ASEAN). We still remember that last more than 20 years ago. It has HIV and AIDS occurred Cambodia, On the latest of centurial 20s, there were outbreaks of horrible disease to be HIV infected and claim many people life. Percentage of the infection since 1993 to 1998 amount for 2.7% or 3.8% in the whole country, it is the highest rate. Those are living with HIV and AIDS also regard as a major problem to be settled. Even though Cambodian HIV rate drop down from 3.8% to 0.6% in 2010;
 
  Results / Comments:
Partnerships between public health, medical institutions, PLHIV groups and NGOs at operational district level, and strong referral system between the home, community and institutional care providers are necessary for development of a successful comprehensive care mechanism. In Cambodia, there is a limited coverage for comprehensive HIV/AIDS care and support, especially those that were developed based on PLHIV's perspective. By underpinning systematic involvement of people living with HIV/AIDS at national, provincial, operational district and community level, the project aims to support PLHIVs groups and called « Mondul Mith Chuy Mith (MMM) » will be going to through their self-empowerment process from "dependent phase" in which NGOs/hospital arrange activities and they are recipients of the services, to "partnership phase" in which PLHIV facilitation active participation in the service deliveries. Cambodian People living with HIV/AIDS Network at National, Provincial, District and community level were established in partnership with civil society and government sector to assist the Ministry of Health to improve the Continuum of Care framework. The sector will be working specifically to assist developing prevention, care, treatment and other support services which are "PLHIV friendly" and to facilitate referral systems among available services. The other results as following:
 
  Discussion:
Simultaneous reinforcement of PLHIV groups or friend help friend and policy making bodies resulted in a successful operationalization of the PLHIV concept. Increased more PLHIV involvements in health sector/Continuum of Care based on the good strategic Alliances within all sectors both government sectors and civil society and also depended on the appropriate capacity of people living with HIV/AIDS themselves. To fight against stigma &discrimination and human right violation against people living with HIV/AIDS is the main factor for their involvement.
